Judy F. Sebastian
Chief Executive Officer
Judy Sebastian is a co-owner of TriMetrix, Inc., WRMA’s parent company, and chief executive officer of WRMA Inc., a small business known for its cutting-edge work in IT and data analysis, performance measurement, research and evaluation, and focus on programs that serve vulnerable populations. She is an accomplished executive with a proven record of successful leadership and management experience encompassing strategic and operational planning and in providing direction to marketing initiatives and company focus.
Melissa Smith
Chief Administrative Officer
Melissa Smith has been with WRMA since 2014 and has more than 20 years of experience in the human resources and infrastructure fields. She is responsible for human resources, facilities, training and related programs, and other support functions.
Alison Sebastian
Chief Management Officer
Alison Sebastian has been with WRMA since 2015 and brings the team over 25 years of experience in project management, operations, and information technology. Through operation of the firm’s PMO, she continuously identifies, remedies, and proactively prevents operational oversights and efficiencies. Leveraging her IT roots, she oversees the growth and success of the company’s client-focused IT services.
Jim Bates
Chief Operations Officer for TriMetrix and COO/General Manager for WRMA
Jim joined WRMA in 2012 as an Early Childhood subject matter expert, leveraging his 23 years of experience in State and local government human service program management and operations. He has been a senior leader with TriMetrix and WRMA since 2015 and has since held roles as Sr. Vice President (2017 – 2019), Executive Vice President (2019 – 2023), and is now in his current role as COO (2023 – present). He is responsible for the overall health and operations of TriMetrix and its subsidiary, WRMA. Jim works from his home in Wisconsin where he is a proud shareholder of the Green Bay Packers.
Dicy Perry
Senior Vice President
Dicy Perry has more than 40 years of experience managing and providing executive oversight to large human services projects and has been with WRMA since 2011. As a senior vice president/senior advisor on the management team, her current role is to advise members of the management team regarding successful outcomes for our clients and provide direction to assist in overall corporate growth.
Emory Barnes
Chief Financial Officer
Emory Barnes has been with WRMA since 2016, and his financial experience spans over two decades. Emory guides strategic financial decisions, planning and budgeting, systems of internal controls, and corporate and benefits accounting for WRMA.
Robert (Bob) Frein
Vice President, Federal Operations
Bob joined WRMA in 2013 as a subject matter expert in early care and education. He has more than 25 years of experience with human service programs at the State and local levels as a practitioner, program manager, and administrator. He has been a Project Director on numerous federal projects with WRMA since 2014 and most recently held roles as Vice President for Federal Health and Human Services (2019-2023) and now VP for Federal Operations (2023-present). He is responsible for overseeing the operations and budgets for WRMA federal projects. Bob works from his home in South Williamsport, PA, the home of the Little League World Series.
Nina Stanton
Senior Vice President for Company Growth and Business Development
Nina is responsible for defining and guiding the company’s growth strategies in the federal marketplace. Understanding that trusting relationships are the foundation for team success in any endeavor, Nina builds on her nearly 30 years of federal government contracting experience to nurture mutually beneficial collaborations with partners and clients. Since joining WRMA in 2016, she has served in several project and corporate leadership positions, including Vice President of WRMA’s Children and Family Services Division and manager of the company’s federal proposal development process. Nina was born and raised in Michigan, where her parents operated a family child care home that fueled her passion for high quality learning and enrichment opportunities for all children, for safe and affordable child care that enables parents to go to work and school, and for equitable compensation for the child care and early education workforce. Nina works from her home in Louisville, Kentucky.
