Since 2018, the Office of Population Affairs (OPA) has contracted with WRMA to design, implement, and maintain a data system to track performance measures for the Teen Pregnancy Prevention Program (TPP). The WRMA team, which includes subcontractor Mathematica Policy Research, Inc, provides technical assistance to grantees and summarizes the performance measures data in reports and annual briefs.
In 2023, OPA selected the WRMA team to continue this work, and adapt the system for the new cohort of TPP grantees, including Tier 1 (55 grantees focused on Advancing Equity in Adolescent Health through Evidence-Based Teen Pregnancy Prevention Program and Services) and Tier 2 (12 grantees conducting Rigorous Evaluation Cooperative Agreements and 6 grantees implementing Adolescent Sexual Health Innovation Hubs).
The WRMA team has developed a data system, called OAHPMDS, to track performance measures for TPP grantees, as well as, initially, the Pregnancy Assistance Fund (PAF) for which funding concluded in federal fiscal year 2020. Grantees implementing a range of evidence-based and innovative approaches to prevent teen pregnancy report semi-annual and annual performance measures data including reach, dosage, fidelity, and quality. The OAHPMDS enables grantees and OPA staff to visualize performance measures data with downloadable reports and interactive dashboards.
The WRMA team provides technical assistance to grantees (who have varying levels of experience in data collection, reporting, and interpretation) related to reporting their performance measures into OAHPMDS, including webinars, written and video resources, and help-desk support. We also produce summary data tables that OPA staff and grantees use to make data-informed improvements to programs and services. We prepare annual public-facing brief reports that highlight and interpret key findings on TPP performance measures data for a broader audience.
