Rate Setting Data Plan for Next Three-Year CCDF Plan Cycle

This working tool is designed to help Child Care and Development Fund (CCDF) Lead Agencies customize a plan and timeline for data gathering to inform provider rate setting. The tool guides an agency’s plan for engaging partners, pre-data gathering activities, identifying resources including whether and how to use contractors, planning methods for gathering price and cost data, analyzing the price and costs compared to subsidy rates, preparing the detailed report, and using the report to improve provider rates and payment policies.
